While with a previous firm, The Reese Group staff managed and provided contractor services for an in-situ remediation of chlorinated solvent contaminated groundwater utilizing injection of potassium permanganate (KMnO4) solution at the former Getzen Musical Instrument Company (Getzen) facility.
From 1961 until 1991, Getzen manufactured brass musical instruments at the facility which involved the machining, shaping and plating of a variety of metals. The process generated various waste contaminants, including heavy metals such as cyanide, cadmium, chromium, lead and barium and chlorinated solvents such as perchloroethylene (PCE) which was used for degreasing metal parts. The manufacturing process included at least one acid room and a plating room. Each room contained floor drains connected to pipes that discharged directly into an unlined waste lagoon. From 1961 until 1980, Getzen discharged its contaminated process waste water directly into the back-lot waste lagoon through the series of drains and pipes. The lagoon leached contaminants, particularly PCE, into the subsurface that impacted the groundwater
- Responsible for obtaining all applicable federal, state and municipal permits and approvals required for the procurement, transport, storage, handling and injection of KMnO4 into groundwater at the site under a Wisconsin Pollutant Discharge Elimination System (WPDES) permit and NR 140 exemption permit.
- KMnO4 is regulated under the Department of Homeland Security’s (DHS) Chemical Facility Anti-Terrorism Standards (CFAT). The project required the coordination and procurement, transport, storage and handling of 134,000 pounds of KMnO4 in crystalline form to be mixed with water to produce an approximate 3 percent solution. This required the site to be registered with DHS for the handling, storage and use of the large quantity of KMnO4.
- Completed the design, construction and implementation of the chemical injection conveyance system to deliver KMnO4 solution into the subsurface.
- The work performed under this contract was completed on an accelerated 70-day schedule upon issuance of the Notice to Proceed.
