The Reese Group was hired as the prime contractor to manage the deconstruction/demolition of residential structures as part of the 30th Street Corridor Stormwater Study North Section. The scope of work included the deconstruction/demolition of all the structures (14 structures) on seven (7) residential properties located on the 4200 block of North 30th Street. A general summary of the scope of work for the deconstruction manager included the following:
- Prepare environmental assessment reports for each of the residential properties;
- Perform environmental abatement oversight for each of the residential properties;
- Prepare a Deconstruction Waste Management Plan for each of the residential properties;
- Prepare deconstruction and demolition bid documents;
- Assist in the bid advertisement and award of a deconstruction/demolition contractor;
- Manage each site during all phases of the deconstruction/demolition process; and
- Assist with communication and outreach strategies for District staff, the contractor and the public.
The Reese Group prepared an Environmental Assessment Report (EAR) for each of the seven (7) properties that included the results of the following tasks:
- Limited Asbestos Containing Materials Building Inspection
- Lead Based Paint Inspection
- Environmental Records Review
The Reese Group also prepared a Deconstruction Waste Management Plan for each structure, which identified deconstruction waste reduction goals, target materials and items for salvage and specific waste reduction actions to be taken for each structure. The plan provides waste reuse, salvage and recycling specifications, methods, guidelines and end use destinations.
The Reese Group prepared three sets of bid documents containing both a base bid to deconstruct and an alternative bid to demolish all structures for the seven (7) residential properties. The bid documents provided work instructions and proper control of the scope of work and sequencing of the project. The bid documents detailed the scope of work for the deconstruction/demolition contractor and included at a minimum, the following:
- Obtaining appropriate permits,
- Removal of hazardous materials and asbestos-containing materials,
- Abandonment of public and private utility,
- Site security and fencing,
- Traffic maintenance, and
- Foundation removal.
