The City of Rock Island was required to prepare a comprehensive plan for control of combined sewer overflows (CSO). The Reese Group personnel developed the water quality monitoring program for the receiving waters – The Mississippi and Rock Rivers. The plan was prepared to meet the requirements of the United States Environmental Protection Agency (USEPA) consent decree to resolve discharge violations.
